So we are sure we are still talking about the same thing, here are screen shots of what you should see.
First, turn BACKUP itself ON
Then after that, you should see the BACKUP NOW option. If not, I would suggest a hard restart and/or a reset all settings, in that order.
Hard restart is Home button and sleep/wake button together for 7-10 seconds.
Then Settings > General > Reset > Reset All Settings
So what good is iCloud Drive if I can't access anything I've backed up in iCloud? It makes absolutely no sense.
Still can't find backup now, I hate getting new phones.
TTry this click on settings> click on your name at the top underneath your name is Apple ID, iCloud, iTunaes & App Store > click on iCloud > scroll down this is where you will find the iCloud backup
You need to be aware of when posts were made. At the time the posts prior to yours were made, the path, as described by LACAllen was the correct path. It changed with iOS 10, which was not released until 2017 - so the path that is now the correct path did not exist then.

When I first had this iPhone there was a app in settings that was iCloud backup to backup phone but after one year this has suddenly disappears and I keep getting messages to backup phone but can't do so because no iCloud backup available in settings can anyone help
To be clear, the full path to find Backup Now is
Settings > iCloud > Backup > Backup Now
Yes that is correct setting-iCloud is not showing up under settings
Go to Settings, click on your name at the top, then click on iCloud. Scroll down and you will see the backup option there.
Make sure that you have enough iCloud Storage to do the backup.
Cheers,
