Can I print photos from icloud photos?

Is it possible to print photos directly from icloud photos? I have a mac air 2014 and ran out of storage for photos. I copied my photos to icloud. When I take photos with my iphone, they go to icloud, not to my photos on my mac, although the photos put there before the icloud move are still there. As far as I can tell, in order to edit and print them, I have to use my iphone, even though I can't see the photo as well. I can connect my phone to the mac and use image capture but this is not very convenient.

MacBook Air, OS X Mavericks (10.9.2)

All your problems will disappear if you enable iCloud Photo Library on your Mac.

Even aside from easier and more capable editing functions and ability to create Projects, such as printed books, greeting and photo cards, you absolutely should keep full-resolution copies of all your images on your local hard drive. iCloud Ohoto Library is not a storage service - it's a syncing service.
