I am running OS X el capitan. I downloaded a printer driver that is packaged as a .smi file. Is there any way to convert it to .dmg format or mount it directly?

The previous replier was thinking of MSI files, you did grab a Mac driver (.smi), but it's for the wrong Mac OS.
No. an .smi file is a Microsoft installer file. If there is a OSX version you should download that.

It might help to tell everyone what make and model printer you have. We might then be able to point you directly to the correct Mac driver for it.
