I changed my wallpaper to a personal picture. when doing that it showed the time and date in big letters on the home screen. However, after accepting and activating only the picture shows the time does not. How do I turn that on?

Let me try it this way... When I go to the settings/wallpaper this is what is displayed and this is what I was looking for.

From what I'm reading it sounds like you changed the 'lock screen wallpaper' with a person photo, and so now when you're looking at your slide to unlock screen, the time is missing.This is not expected behavior.
I'm interested to see what happens when you revert back to a pre-installed wallpaper. Does the time show up again on the lock screen?
If it does, try another personal photo and see if the time goes missing again.

Are you seeing the clock on the lock screen? Tap the sleep/wake (aka power button) to lock the screen then tap it again to wake the phone up? Is the clock there? Post back with the answer.
That picture is showing you what the wallpaper will look like on the lock screen (picture on the left) and on the home screen (picture on the right).

However I don't get the time displayed when I activate it.
The big letters only appear in the locked phase
