Good afternoon. iphone 4s running IOS 8.0.2. Low on Memory. Deleted or transferred all photos. "Photos" shows shows no photos or video still on phone. In Settings>>general>Usage>>manage Storage, still shows 1.9GB for video. Any ideas where the phantom video or video's may be hiding? Thanks for any suggestions!

Do you see anything in the Videos app? Or as Music Videos?
Easiest way to regain space, especially fro the Other category, is to Restore your device from an Encrypted iTunes backup.

Thanks Rysz. No content in either Videos or Music app. The stats under Usage show the 1.9GB in Photos and Videos. But that app is now empty. This is my wife's phone. I've restored my iphone 4 through iTunes in the past. If I Restore my wife's. will it just restore this blank space as well? I'll default to reset if that's the option, but would explore other avenues if this is less of a mystery than it appears. Thanks again for your help.
Restore from Backup should not restore corrupted and no-longer needed files, but since we don't know what's causing your issue, theres no way of knowing what will result from it, Restore from Backup is relatively painless, so try it.
The next troubleshooting step would be to Restore as New, then sync everything afresh, but that's much more of a headache.
