No install disk for windows, but I do have the ISO file. How do I get around this problem?

Thats what I am trying to do. Can you please explain further. Data SSD is a second internal drive I want to run windows from.
It has to be the startup drive.
Before you begin, make sure you have everything you need.
An Intel-based Mac
A Microsoft Windows installation media or disk image (ISO) containing a 64-bit version of Microsoft Windows 8 or later*
An Apple keyboard, mouse or trackpad, or a USB keyboard and mouse
At least 55 GB of free disk space on your startup drive
For some Mac models, you also need a blank 16 GB or larger USB flash drive
I would have to say no seeing Apple states it has to be on the startup drive, i.e., has the OS on it.
You may be able to install Windows using the rEFInd Boot Manager. But that is beyond the scope of this forum and doesn't use Boot Camp.
ok can i somehow create a OS X disk image an install osx on both ssd, then start up in other drive and partition it for windows?
Yes, you can download the El Capitan installer and choose the SSD to install it on. Then once it's installed, you can just boot to either drive by holding down the option key when you restart.

and once el Capitan is installed on that drive I could partition the drive mostly for windows effectively having 3 drives.
Would i then be able to delete the redundant el capitan partition?
No, you can't remove the El Capitan Partition. It would no longer be a startup drive.
You may a iMack5k. It is supposed to have a Fusion drive. If you have separated the two internal physical disks, you will run into issues. Re-constitute your Fusion drive and BC Assistant will split the HDD part to let you install Windows.
