downloading icloud to the computer

I want to synch a new PC to icloud. I currently have another synch. I downloaded icloud for PC. When it get ready to synch it only gives the option to upload from the pc to icloud. I want to download from icloud to the pc to populate outlook 2016 on the new computer. How do I do this?

Copy documents from iCloud.com

If you upgraded to iCloud Drive, use these steps to download files stored in iCloud Drive or iWork for iCloud beta:

  1. Sign in to iCloud.com on a Mac or PC.
  2. Open the iCloud Drive, Pages, Numbers, or Keynote app.
  3. Find and select the file.
  4. Click User uploaded file or choose Download Document from the Action User uploaded file menu. The document will download to your default downloads location.

If you haven’t upgraded your account to use iCloud Drive, you won’t be able to see your files in the iCloud Drive app at iCloud.com.

This is what I see. I loaded iCloud for PC on a new computer and want to download my icloud files, calendar and contacts to my new computer to Outlook 2016. The only option I get when I get ready to set it up is to upload from the computer, but the computer has nothing on it. If I tell it to go ahead will it delete what is in icloud? It is currently synch with another PC.
