I have an Iphone 6S now with a Lifeproof case! I was told there is a noise option or filter to turn off in order for people
to hear you on Cell?

Do you have the Lifeproof that says it's for the 6/6S on the box? Or do you have one that just says iPhone 6? If you have one that was intended for the iPhone 6, it's not going to work properly as it covers some things it shouldn't.
You can try turning off noise cancellation. Settings>General>Accessibility>Phone Noise Cancellation.
