I have problem that my brother in the UK wants to sign up for iCloud and I am in Spain so we communicate over Skype He is a bit slow as he is over 80 years of age trying to set up a new iPad so slow help is needed.

Tell him to create an Apple ID. Once that is done, go to Settings/iCloud and sign in to enable iCloud.
