Can't contact apple support!

i always get this when i try to solve an issue:

We are unable to complete your request at this time. Please try again or come back later.

I need to change my security questions but link to recover or add recovery email doesn't work. Apple says "

Too many incorrect verification attempts"........HOW CAN I DO!!!!
