Noisy Right fan which resulted in overheating, replaced.
New fan instead of running at average 2000 RPM, runs at average 6600 rpm.
Reset of System Management Controller had no effect.

Who replaced the fan?
I replaced it myself.
You likely failed to reconnect one of more sensors that deal with fan temps. Hopefully you did not damge one becasue that could require a new logic board.
The easy way to confirm a failed sensor in to run Apple Diagnostics. An error code with "SNS" near the left end of the code indicates a failed sensor. Post whatever code appears and maybe we can figure out which sensor failed. The codes can be cryptic so not all codes may be readable to us mere mortals.

Check that you reconnected the temperature sensors
The "sensor" for a fan is the third wire, which is an RPM output. If not present, out-of-range, or badly connected, the SMC firmware will increase the fan voltage (and therefore its speed) to maximum as a fail-safe.
Apple Diagnostics advised that if my Mac was released prior to 2013, Apple Hardware Test should be used.
Printed instructions for AHT. Followed directions. Unable to access AHT. When holding D key on startup the only thing that happens is a folder with a question mark briefly appears before the Apple Logo and then the startup proceeds as usual.
Additional posts suggest fan may not be fully connected. So, unless any other direction is received, I will stop for lunch and then check to be sure the fan is properly connected.

I checked to see if the four wires were secure in the fan plug assembly. They all looked good. I reinserted the the plug assembly into the socket making sure it was completely seated. After double checking, I reassembled the enclosure, started up and the machine was running quiet as a mouse. Both fans were each averaging 2000 rpm.
