issue with the tracking is it require apart from a internet connection that the device has a gps otherwise it would just pass on whatever location the first router which report a location in the line from stations from it to you

but they could make an activation lock like with iPhones, since compared to other ios devices appletv are pretty cheap maybe the expense of making more such protections was not taken.
