can i repair an ipad logic board

I have an iPad 3rd generation 64g. I tried installing the last update and when the device restarted it became stuck on the apple icon page. I tried restarting and the I got an error 9 message . I put the device into recovery mode and tried restoring through iTunes but I then got a message the device cannot be found. I've been advised that its a problem with the logic board , is this something that can be fixed or do I need a new device

Who gave you that advise? Error 9 can be caused in several ways, including a faulty USB cable... If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support

Apple doesn't fix iPads, either.

Apple only offers in-warranty free replacement or out of warranty pay replacements for damaged iDevices.

You will probably have to pay for a replacement model iPad.

Apple, usually, charges half the OEM price that the iPad sold for, originally.

No, you cannot repair it. iPads are NOT user-serviceable Take it in to Apple.
