Delete Photos Just Off iPhone, Not iCloud
Is there any way to delete photos/videos from my iPhone without deleting them from my iCloud? I'm trying to free up device space without losing the pictures/videos on the cloud.

You can agree all day long, but that is not how iCloud Photo Library works. If you want to store your photos someplace where they are not on your device, then you can import them to your computer, or you can use a service like Dropbox or Flikr which are designed to store and archive photos.
iCloud is designed to share all photos across all devices that are using iCloud Photo Library. So, new photos get added to the Library immediately, edited photos can be seen in their edited format on all devices once the editing is complete, and deleting photos results in those photos getting deleted from the Library and reflected across all devices. That is how it works, and what it is intended to do. If you are not interested in sharing and automatically syncing all of your photos across all devices, and having access to the entire Library from anywhere, then iCloud Photo Library is not for you.
Find another solution that meets your specific needs.

It works exactly as it was designed to, that you don't understand what it is for is hardly Apple's responsibility, LAC has already posted the documentation for it, I suggest that you read it.
If you want online non synchronous storage to keep photos in there are many choices.
I own many Apple devices and use iCloud. I just received an iPad Pro for Christmas that I want to use as a dedicated music reading device. I have stripped out unneeded apps, but have not been able to delete the photos. I have about 60k stored in iCloud and even the compressed versions that were added to my iPad Pro photo library (without my permission) take up a lot of room. How can I delete all photos from this device without touching iCloud or my other devices? This is a 32Gb iPad Pro, so I need the space. This seems ridiculously complex and very un-Apple like.
If you don’t need the extra iCloud storage just cancel it.
YES!! I HAVE BEEN SAYING THIS FOR SO LONG. APPLE CARES MORE ABOUT STUPID FACIAL RECOGNITION THAN BASIC EASE OF USE. GRR
For what you want to do, you need a different cloud based solution such as Dropbox, OneDrive, or Flicker.

Right, and you would rather buy a storage device and NEVER be able to remove data from it as long as it is stored in iCloud. This makes total sense, lol.
If I wanted a storage device I would get one, not get a syncing service, as you have. That way leads to disappointment.
Just as if I wanted an Apple and bought an Orange I would be disappointed.
There is a backup service offered on iCloud, maybe you are not using the right word?
Yes, that is why iCloud is a SYNC SERVICE. Because it syncs. What is so hard to understand about what "SYNC" means?
