iBook G3 not turning on but shows signs of life...

I have experience with Mac repair, but not much with older PowerPC Macs. I got an iBook G3 for next to nothing at an auction and when I plug it into a charger, the battery charges fine. I now have it charged so all the lights on the battery are solid.
When I press the power button, the CAPS lock, NUM lock, and the small light on the front flash for like 1/4 of a second and then they turn off. The machine makes two very slight clicks. The fan on the computer then starts spinning, and the hard drive (which I replaced) starts. It stays running for a couple seconds and then is silent.
The LCD panel on the laptop is cracked, so I'm assuming that if it turned on, I wouldn't see much until I replace it, but there's no chime, no light (except for like ¼ second) and no POST. I've checked/replaced the RAM and several other components.
I Know this laptop isn't worth much but I would like it to work. If it's the logic board, those aren't too expensive either.
It's a model A1005 from 2002. I think it's 12".
