I want to connect to wifi on my Apple Tv but the wifi i have requires me to sign in first and Apple Tv doesn't have a web browser, how can i connect?

Actually, I'm sorry but you cannot use that type of WiFi with Apple TV. Is this a home network, or are you using a hotspot or hotel network?
Depending on what you're trying to do, you may be able to use peer-to-peer AirPlay to display video on Apple TV, see How to use AirPlay on your iPhone, iPad, or iPod touch - Apple Support. Enable Bluetooth on your iOS device, open the AirPlay menu in Control Center, wait a moment, and Apple TV should appear.
The Apple TV does not support captive portal network (i.e. Weblogin).
