It sounds like there may be some "historic" location 'stored'... possible a reset will clear it and allow NEW (current) location to take over
I Have the same problem. after updating to iOS 10.0.2 confirmed id and password got a message onscreen "your Apple ID is being used to sign in to a device near Middlesbrough England" showing a map of Middlesbrough- I live on the other side of the country To proceed I had to allow or disallow. I initially disallowed as I thought there was a security problem. But it happens every time now so changed my password just to be on the safe side ( had to allow to do this).
I have a case number to ring Apple support tomorrow
The location data for these notices is provided by the "internet" itself. So whatever piece (a switch or router) of the 'net that receives that request is identified by whoever owns the hardware for that section.
Some internet partners may be better at labelling their sections than others.
I got his today when I changed passwords - it says i'm logging in from WA, when im in Sydney NSW. Possibly a Telstra IP location issue I suspect.
I also am shown as located in Middlesbrough by iCloud, although I am in Cornwall.
Are you using BT broadband by any chance?
I get the same thing - my location shows as Middlesbrough, but I'm in Oxford. I was confused until I realised the logins were me!
I use BT Broadband, so I guess they are masking my real location..?
Mine says Middlesborough too! I live in Essex. Is it the device I'm signing into that's wrong, or my Apple ID?

I had the same experience, frannbug & agree with you totally. When we have to "Just ignore the message that suggests you're being hacked" it's pretty grim.
