I would try to reset Location Services

Your approximate location is determined using information from local Wi-Fi networks, and is collected by Location Services in a manner that doesn’t personally identify you.

It sounds like there may be some "historic" location 'stored'... possible a reset will clear it and allow NEW (current) location to take over

I Have the same problem. after updating to iOS 10.0.2 confirmed id and password got a message onscreen "your Apple ID is being used to sign in to a device near Middlesbrough England" showing a map of Middlesbrough- I live on the other side of the country To proceed I had to allow or disallow. I initially disallowed as I thought there was a security problem. But it happens every time now so changed my password just to be on the safe side ( had to allow to do this).

I have a case number to ring Apple support tomorrow
