When I try to sync my iPad with iTunes on my Mac the sync process keeps failing

When I try to sync my iPad with iTunes on my Mac the sync process keeps failing indicating that the sync process is unable to start. I just restored my iPad to wipe off the iOS 10 Beta and restore to iOS 9.3.3. The iPad is restored but I am unable to sync either over USB cable or over WiFi.

Mac mini (Late 2014), iOS 9.3.3
