The Mac OS 9.2.2 AppleShare client will be able to connect to AppleShare volumes on the 10.4.8 computer because Mac OS 9.2.2 can connect to an AppleShare over TCP/IP volume. Likewise, if you have up-to-date AppleShare clients, Mac OS 7, 8, 9 (pre 9.2.2) can also connect over TCP/IP.
However, standard Mac OS 7 and 8 cannot itself share via AppleShare over TCP/IP, so a 10.4.x computer cannot connect to a Mac OS 7/8 computer's personal file sharing share. And a 10.4.x (Tiger) computer can connect to a Mac OS 9 computer's personal file sharing IF (and only if) you check the "Enable File Sharing Clients to connect over TCP/IP" box in the Mac OS 9 File Sharing Control Panel.
So, in your particular case, because the client computer is running Mac OS 9.2.2, just open the File Sharing Control Panel on that computer and check the little box to "Enable File Sharing Clients to connect over TCP/IP". That's it.
Aleo, Open Door Networks has a little piece of software for only $39 (USD) that permits Mac OS 7/8 computers to present a share to the network using TCP/IP. The link is here:

Open Door's web page indicates that a Mac OS 9 computer would benefit from some of the bug fixes in their ShareWay product (Apple used Open Door's software - an earlier version - for Mac OS 9 TCP/IP filesharing).
Hope this helps,
