I've just organised my photos within Photos on my Mac. However I seem unable to change the order that they are currently in, which is oldest to newest, whereas I want to change the order to newest to oldest.
Please see the screenshot I have provided.

If I upload the photos to iCloud to view them on my iPhone, will they be in this order as well? Or will they show newest to oldest as photos currently do on my iPhone?

I am no expert on this and may not understand what you are trying to do. The following may not be worth much but FWIW, if I do as you showed in your first post and try to sort under All Photos I get the same as you do:
However, I have my photos also organized by Events and there I can sort:

That only sorts within the album itself though.
Regarding your second post, Winston answered your question and that I know, he is correct. However if your iPhone photos are in Camera Roll you can create a new album within the Photos App of the iPhone and "copy" the photos to the album. The "copies" are not duplicates, only pointers to the originals so they hardly take storage space. The pointers in the new album can be rearranged by dragging, I am pretty sure.

Surely being able to sort your photos from newest to oldest should be a basic feature?

Are you referring to the Mac or the iPhone?
Then I do not know. I have a MBP but use a PC as my main Photo computer. I recall that iPhotos got replaced with Photos in Macs a while back. Winston can answer better than me. On phones, it has been that way since I can remember.
That is correct - in the Photos view (years/collections/moments) the only sort is by photo date with newest last
In All Photos the only sort is by date added to Photos with newest last
In user albums and smart albums you can sort either by title or by photos date ascending or descending and if you make a smart album (file menu ==> new smart album) wit a criteria that every photo meets (date is after 1/1/1000 for example) you can then have it sorted with newest first

That is possible but quite messy and would lose all the features that go with the 'Photos' view.
