i notice sometimes a contact will say Location Not Available, then sometimes it will just say the last time location was updated and just shows that last location you were in. Is there a difference if your phone is off vs if you have turned of sharing location on your phone.

There should be no difference it will show the last known location for the device if turned off or ect
