How do you import a .ics file into icloud calender?

I can't figure out a way to import a .ics calender file into icloud. Can someone give me step by step instructions on how to do this without using Outlook or ITunes?

That's correct, I do not have that feature. I should clarify... I am using a PC and do not have a calendar program like iCalender or outlook. I am simply using the calendar in iCloud.com to use across the family's collection of iPhone's and iPads. So far, i can input events manually, but I cannot download files into the icloud calendar. This is what I need help with. The online apple support thread from earlier is from 2012 and it seems the features are a little different now Or I simply can't find them.
