I went to turn on my Mac Book, and both the mouse and keyboard aren't working. There is a keyboard icon on the menu bar that I've never seen before. Wondering if that has something to do with they keyboard and mouse not working.

Hold the command key and drag it off the menu bar. Not the issue however.

If you mean this:
this is turned on/off in System Prefs > Keyboard > Input Sources > Show input menu.
In the drop down in the icon you can open a virtual keyboard:
