Safari won't delete saved passwords

ive tried deleting the same password on safari multiple times and even deleted keychain access but still the password keeps reappearing under Passwords saved in Safari. I don't see the username and password combination saved on any of my other apple devices, just the iPhone. I also don't recognize the username - @value.hinet.net. Is this something I should keep?
