If I’m understanding you right, when your MacBook is connected to an external display, the picture on the monitor is not as expected when you re-open closed applications. If you're like me, you want to get the best picture quality possible when connecting an external display to your Mac-I'm happy to help you do that.
I’m seeing in your post that you said the picture "giggles" on your screen. Unless I’m wrong, by "giggle" you mean that the picture is actually flickering. The steps I will give you today will be geared towards a flickering issue with your picture. If you're experiencing something different than that, please respond back giving more detail of exactly what you mean when you say the picture is "giggling".
I also see in your post that when you change your Refresh Rate, the issue with your picture is fixed temporarily. This could be because the rate is too low to begin with. When the rate is too low, it can cause the to flicker. Your first step should be to check the documentation that came with your external display for the best rate. Once you have verified you're using the correct rate, if you're experiencing the same issues, the best path to resolution would be to follow the steps in the support article listed below. Make sure to follow the "Before you begin" section within that article, as well as the section titled "If the display image is blank or unusable".
