Where do I find help using my ipencil?
What apps work best?
What is the process to take something (text, article) and mark it up?
MacBook Pro with Retina display, OS X Mavericks (10.9.5)

You can start here:
Use Apple Pencil with iPad Pro - Apple Support
Beyond that look for Apps in the App Store that work with the pencil. You can search for "Apple Pencil" to search for Apps that will do what you want.
You can create PDFs you can annotate from web pages. A couple of App suggestions:
PDF Cabinet to annotate articles and websites as PDFs.

Adobe Sketch to Draw and sketch on photographs.

Also, you posted this in the MacBook Pro forum, but the pencil only works with an iPad Pro.
My mistake. Sorry.
This advice starts by suggests the use on Notes... That doesn't seem to be available for my iPad Pro and I can't find it in the Apple Store.
Notes is a part of iOS so cannot be deleted. if you're not seeing it, try searching for it.
There is also a high-light section in the App store of Apple Pencil supported apps, or just searching for Pencil will pull up a lot.
