my iPad is not listed under devices signed in with Apple ID I dont know how to add this new iPad

I have a similar issue. My current iPhone 6s is listed as a device under my Apple ID, along with my Mac and an iPad. However, in my iCloud account, the 6s does not appear as a device. I have no clue why or how to get this fixed.
As the article I linked indicates, there are several places you need to log in your Apple/iCloud ID, not just iCloud.
What iOS is your iPad running? If it is not at least iOS 8, then it won't show up.

Where are you seeing this? iCloud.com or the link below....? Are you signed into iCloud with your Apple ID?

I Somehow figured it out. I signed in with my iCloud account and then my new device appeared!
Yes I am signed in to iCloud and, like I said, it shows my other devices
In my situation, it's an iPhone 6s and it's running iOS 10+ (most current).
Are you logged in to all of the places the link has specified? If so, then sign out of iCloud and then back in again to see if it will show up.
