Would installation to the new OS this fall cure the maladies (indicated by frequent occurrence of the spinning beach ball) my present 2013 iMac is afflicted with? Or would it either replicate or amplify those issues?

No one has mentioned it yet, but you have Gatekeeper turned off. That is an extremely bad idea. Macintosh malware is reaching epidemic proportions and that is your primary defence. Go to System Preferences > Security & Privacy > General and set "Allow apps downloaded from:" to "Mac App Store and identified developers".
Is a new OS an antidote to present problems?
