If I try to open up and read an email article, after about a minute or so it loads and reloads and reload and reloads making reading the article impossible. It is been going on for quite a while though now its impossible to read an article.

I am testing on a PC using Firefox, so I cannot exactly replicate your iPad - but I can switch my 'User Agent' to iOS 9.3 / Safari 9 (601.1)

I see ONLY the little icon on the TAB itself react when the reload happens (about a minute - does not appear to be 30 seconds, but not longer than a minute)

This page is VERY special!

All on the same page, the URL changes as one scrolls down the page.

The gray bar across the page is the 'dividing line'

My best guess is that this page technology is so advanced that iOS Safari cannot handle the complexity!

My inclination is that it is all a problem with the WEBSITE you are visiting, not anything on your iPad

news sites may well have some ReloadEvery minute or so (that is VERY old school technology though)

On http://www.cnet.com/ I can sit and watch the page of articles for quite some time with nothing happening

There are a 3 "refresh" parameters in the Page Source that seem to associated with a user's logged in state

Tap and hold on the address and a you'll see a pop up saying "copy". Tap "copy" and then tap on an empty space and hold and a sign will come up saying "paste". Tap that and whatever you copied will appear.

The Cnet page is working fine on my iPad 4. using Safari. I've seen the reloading problem reported a number of time but never saw a good solution. Have you tried using the Request desktop site feature ?
