What is the APL itunes.com/bill Charge?

It's a purchase from iTunes. If you read my first reply on this thread you will find a link with instructions on how to view an account's purchase history

I have the same 2 charges and have viewed my purchased history through link you provided but the charges aren't on there. I also can't find any subscriptions on any of my devices. Any suggestions?
