Why does iCloud say "uploading items" when nothing new is appearing?

I bought more iCloud Storage so that lost photos could import; both Mac and iPhone say "uploading items" but nothing new is showing up. My Photo app on the Mac said it had been pending the import of 15,000 photos since my sotarge was full. I purchased more storage and since then it has been telling me that it is importing x amount of "items," taking the original 15,000 to about 12,000 currently. This is a positive reaction to the purchase of more storage, however no new photos or videos are showing up in the library even as the numbers decline. HELP, are my photos just ghosts?

Same thing happen on the iPhone itself as well.

Photos will start downloading from iCloud, once it has finished uploading. It will first merge the item it is uploading into the existing iCloud Photo Library in iCloud, and then download missing new items.

Can you see new items in the Photos.app atwww.icloud.com, when you look directly at iCloud using the web interface?

Okay it really sets me at ease that once it is done uploading the photos them self will start to file in. I have been checking the web interface and no, it is the same mirroring what my Photo app looks like as well. But thank you for your reply! It still says uploading items so I am holding on to hope

OK.... I guess I would not call them lost, I would call them not uploaded to iCloud yet.

As long as these photos are actually present on your Mac, it's now a matter of allowing iCloud enough time to upload them to your new iCloud space. That could take days. Upload speeds for most ISPs are not as fast as download.
