Hello Joe,

the yellow frame in the thumbnail view shows you a section, the top level element of a document structure in Pages (see it like a chapter of a book).

To delete one or more pages out of a section, you first have to split the section. Place the text cursor behind the last character in the page you want to remain in the section. Now use the menu item "Insert > Section Break". You will notice that you now have two sections in the thumbnail view.

Now place the text cursor after the last character in the page you want to delete and insert a new section break. You have a one page section and you can delete it by choosing the menu item "Edit > Delete Page...". It don't has to be only one page you can split out of sections.

This way you can be sure that inline objects (placed inside of text) and fix positioned objects (placed in it's own layer) stay on it's place in the remaining pages.

Joe,

The yellow boxes indicate which pages are linked together in sections. Click on View > Show Layout and View > Show Invisibles. Then put a Section Break at the beginning and end of the page you want to delete. Once you do that, you'll be able to click on the single-page section in the Thumbnail view, then just hit Delete.

You can't insert a section break in a text box, only in the main text layer.

To see what is on or just before that blank page, start by showing invisibles. Click on that last blank page & press Delete (the one on the main section of the keyboard), perhaps more than once, & see if that extra page disappears.

My guess is that your text boxes have wrap turned on & they are "pushing" any returns or breaks to cause a new page. New objects of any kind, including text boxes, have wrap turned on with a 12-point gutter/extra space. Unfortunately, there is no way to set this to not be on when objects are inserted.
