I lost my iPhone 6s Plus and It's Offline

Someone stole my iPhone and I've tried calling it but it's dead or most likely turned off because I was charging it at the party where it was stolen so the battery couldn't have died over night. Since it's off I can't locate it with find my iPhone(something apple should change), I am just curious if they take my sim card out and turn the phone on will it still notify me of the location it's at? Or will they be able to restore it?

Without the SIM, if it is within range of a known wifi node it will still connect and report to the iCloud servers.

Anyone can force it into recovery mode and erase it in iTunes, but as long as it is listed under your iCloud tracked devices, activation lock remains in effect. If they try to activate and use the then erased device, they will be unable to without your iCloud password.

First thing is to report the theft to your carrier and get the SIM cancelled. I had my phone stolen a year ago and the crooks ran up over £200 in call charges overnight before the account was frozen. Report the matter to the police too. There probably isn't much that they can do, but you'll need to report the theft if you are to make any claim, assuming you have insurance. Hopefully you set up Find My iPhone. As long as you keep the device registered with it nobody else should be able to set it up as a new device. Be wary of any messages you might receive on any replacement device that might be designed to get you to give your password or remove the device from the Find My iPhone service.
