Can an 11-inch MacBook Air upgrade to 16GB memory ram?

If not, which Macbook can go up to 16GB memory ram?

I'd rather buy the least expensive, and then buy my own ram to put in myself, but I've heard now some macbooks you cannot install your own memory, must come installed from the factory.

I have found this out the hard way. I purchased a MacBook Air (11-inch mid 2013) for my wife, and with the installed 4Gb RAM it was still close to $1K. It is basically useless. Photoshop will barely function on it, and Safari crashes constantly with "memory issues". Since it can't be upgraded, we have no option but to pass it on to the kids as an expensive toy to run Minecraft and Algodoo, and look at another computer. As a Mac devotee since 1988, this is quite distressing; I would never have considered any other OS, but now I feel I'm priced out of the Mac world.
