Buying unlocked iPhone 7 right after release date

Good day friends! Let's say I want to buy an iPhone 7 right after release date before apple starts officially selling SIM Free devices. Would I be able to simply come to store and buy, for example, AT&T phone to use with my carrier? 'Cause I know they wouldn't be selling sim free phones in the first two weeks. Or do I have to purchase a plan as well and become AT&T costumer? In other words, I need an unlocked device now, and can I get one without waiting for the start of selling SIM Free devices. Thank you!

Note that neither Amazon nor any reseller on Amazon is an Apple Authorized reseller, so whatever you bought, it was not a truly retail new iPhone. Those sellers cannot and do not have access to Apple's official supply chain, so you bought a used, gray or black market iPhone. And I believe if they claimed it was a truly "retail" new, they are in violation of Amazon's rules for resellers.
