iTunes 12.5.1.21 cannot turn off shuffle

Since downloading the latest iTunes update for Windows I can't get shuffle to turn off anywhere. The shuffle in the top bar (where the songs show as they're playing) is turned off, but the Shuffle All that's next to every album and also on top of the artist page is turned on and I can't find a way to turn it off. I hate shuffle, and I never use it, and I never want to, and yet iTunes apparently wants me to. Any suggestions for what to do?

Imagine listening to a symphony and not having control over the order of the movements or sub-movement cuts. These are meant to be played in order. There are transitions between movements and movement sections. For someone familiar with Using the Controls-shuffle-off check album works for the current album but doesn't hold when I play another album. It seems that there is some sort of default and I am returning to that shuffle-on when I change albums.

This transition between album "cuts" isn't only an issue in classical music. There are plenty of rock and jazz recordings that are designed to be played in order. Indeed, there isn't silence between cuts the music continues.
