IPad connects to wifi but no internet

I've a new iPad. It connects without a problem to my home wifi network, but when I try to connect to a network in a cafe it shows it's connected ok, gets an IP address etc, but when I try to use Safari I get a message that it's not connected to the Internet. This has happened at two branches of McDonald's when I've tried to use their network. On one occasion a captive portal login flashed up for a moment but disappeared before I could log in.

I've tried forgetting the network and reconnecting, a two button restart, resetting network settings, tried using Google DNS, but none of these have worked for me. My iPhone operates without a problem on the same network

Any suggestions on what else I can try?

That (in bold) is the problem. You must accept their terms and condition before they allow you to use their WiFi connection. Is the problem isolated to 2 McD's? If it's really important to be able to use their WiFi, I guess the only remaining trick you have not done is factory reset. You will lose everything on the iPad. Back it up first.
