Which version ipad best for IOS 10?
I have a 3rd generation iPad, and am interested in a new or used one that can use IOS10 and beyond. If I buy a used one, for what should I look? Wifi only, no data.

Yep, but in looking at the prices, would rather buy a refurbed, maybe. My primary computer is a 27" iMac. My current iPad is 3rd generation, A1430, which will not update any more, so looking for one, maybe other than a brand new one. I may end up biting the bullet and buying a new one, but thanks anyway.
Refurb is a good option. They come with 1 year warranty. I would buy at least Air 2 or Pro if money isn't a problem. You might want to wait a couple of months to see if there are deals in November (black Friday) or if Apple releases newer models.
Refreshed sold directly from Apple computer have a different warranty than a certified Apple refurbished sold by anyone or anyplace else. You can easily buy a refurbished by Apple product with no warranty what-so-ever. Read the fine print and verify with Apple.
I'm talking about refurb sold at apple.com. I think they have 1 year warranty but I don't know if the warranty is different than brand new models (non refurbs).

new models are eligible for Apple Care, referbs from apple may be, but referbs from anywhere else, not a chance.
Also if you drop your device, crack it, get it wet, bend it, put stress on it you will void that Apple Care, secondly some of the covers they sell at the apple store with the magnetic connector can have the iPad slip out and crack and void all the warranty, at least that's what the Apple Store Sales Rep told me when it happened to an iPad less than a month old.
"Yeah, it happens" those were his exact words when he handed me a $300+ bill for repairs.

Ok so that's the difference you were talking about. I never care about Apple care or extended warranty offered by whatever company. Perhaps that's why I don't pay attention to the difference.
So, you are NOT asking which iPad is "best". Best means best. "The top of the line", the "cream of the crop"!
You are really looking for us to tell you which minumum priced iPad model you can buy that supports iOS 10.
The top 4 iPad models ( iPad Air 2, iPad Mini 4 and both small and large iPad Pro models support almost ALL features of iOS 10. (some iOS 10 features are iPhone only).
If you want the Split view (split screen feature) only the top 4 new iPad models support it.
You can still find older iPad 4 models that support iOS 10.
iPad 4 models even came in 128 GB storage model. You could get one these for a really good price!😉

If shopping for refurb iPads from the Apple refurb section ,that get you best bang for your cash, there is always the iPad Mini 2, 3 or 4 models.
OR the 1st gen iPad Air.
