No, it doesn't play. Well you can't hear anything
I think that shuffle has a hardware problem. The battery is not able to charge, because the battery is worn out, or it's not getting power to charge.

FYI - If you're going to "take it in" to an Apple Store, it's considered "obsolete" per this document

So I doubt an Apple Store will do anything for a 2nd gen iPod shuffle, except maybe some basic troubleshooting (like what you did already). An independent electronics repair shop may offer battery replacement, but keep in mind that a new 4th gen shuffle (with updated features, one-year warranty, and new headphones) costs $49 retail.
