if i purchase ipad air 2 in usa on thanks giving day and if i use ipad in india will i get warranty support in india.

There should be no problem, as long as you are using a wi-fi only device. If you wish a wi-fi and cellular iPad, then the warranty would be specific to the US. A wi-fi should have the warranty honored in India. That question may be best asked of the Authorized Service Providers in India.

i think it costs around 250dollars for a new ipad
will i get good item or any defective item

then will i get international warranty for ipad of 1 year
Looking at the Apple website, they only offer the device in 32GB and 128GB, it is not offered in 16GB.
The Apple plug blocks provided with the devices will work on either 110 or 220v. You would only need to get a plug adapter to be able to use the plugs in India.
As I stated earlier, if you get a wi-fi only model, you should be alright as far as warranty is concerned.
