since last few days my iTunes U is crashing on my iPad mini. I did the below but it didnt help.
1. stopped all running apps.
2. upgraded to iOS 9.3.5.
3. Removed iTunes U and installed it again multiple times.
4. Checked internet speed and it's good too.

Try these standard troubleshooting steps.
- Reset: hold down the Home and Power buttons until you see the Apple logo (10-15 seconds).
- Restore your iDevice: https://support.apple.com/en-us/HT204184
If your backup is to iTunes, make sure it's encrypted.
Tried that too. But didnt help.
I have the same problem but with an ipad (3rd generation) iOS 9.3.5
