Help with -3403F

I'm new in MAC and OS I have MAC pro laptop with El Captain OS X I wiped my internal Macintosh HD by Disk Utilities I did that because I need to learn how to reinstall a new OS now when I startup the system I get a message (appel.com/support-3403F) and I cannot get to the disk utilities again, I don't have a CD boot for any kind of OS I already did the Backup before I wipe the partition so kindly your advice

Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility and select First Aid. Then re-install the OS. Your other choice in the Recovery Partition is to restore your computer from Time Machine if that is how you did your backup.
