I can definitely confirm that booting from a bootable usb did show me the other menus including Terminal...once. After that I've never seen it again. While I manage to do what I need to do with the terminal ( fixing the **** kernal_task cramping all of the cpu power), I didn't have to chance to turn the SIP back on. Luckily I only have to do this once a year when the new OS comes.

I like the picture in picture and siri so much that I have to update.
