After upgrading my trackpad is not working as smooth as it used to in El Capitan. Now it scrolls way too fast on some applications and slow and not smoothly on google chrome. There is no way to fix this on the accessibility menu with the trackpad speed. I hope you look into it fast, it is very annoying.

Is this fixed in the recent 10.12.1 update of Sierra?
It's better. Not fixed, still jerky and not smooth like before. This on i7 MBA using either the trackpad, MagicMouse or MagicMouse 2.

Before update my computer is frequently restarting because of the scrolling problem now it's seem to be nice after the update.
So if you are on Sierra you can try nothing to lose but if you are on El capitain wait maybe someone else gonna say it's fine or not
At lease 10.12.1 fixes the scrolling problem of the Terminal app and PyCharm. They scrolled "lightning fast" on macOS Sierra 10.12 with the built-in Trackpad of MacBook Air, but they behave normally on 10.12.1 without other updates/patches. Good news for me.
Also I don't see any other side effects after upgrading to macOS Sierra 10.12.1.
So you can give it a try.
I have another problem here. Before update to OSX Sierra, I can swipe between aplication using four fingers and select some data or text using three fingers, but after I updated the OS, it doesn't work anymore. Even I already checked all the option on trackpad system preferences. Can anyone help me?
@cmalott That worked for me. Just toggled scrolling off and on again.
System Preferences → Accessibility → Mouse & Trackpad → Trackpad Options... → Scrolling
It really works for me. But now another problem appear. I can not use double tap to open a file, everytime I use double tap to open a file, it turns to rename the file instead of open it. Can you tell me how to fix it? I already go to the settings and accessibility but can not find the option to fix it. Thank you

Finally update to 10.12.1 not fix my problem and i was trying to restore with my Macos Sierra Time machine to El capitan with no success if somebody knows how to do it i'm glad to here .

Perfect. I was near scrapping the SIerra project and going back to 10.9 or something, because the scrolling is among the timy number of real user improvements since about 10.6. YMMV. Anyway, onwards.
Genius! After a long day of frustration and trying what little I could do, then trying many more complicated "fixes", this resolved the issue quickly and more importantly - RIGHT AWAY!! Thank you thank you thank you!!
i had same error but with magic mouse, i thought that they will fix issue in 1/2 weeks but several months didn't fixed it ...
such a shame for apple developers!!!!....
