Macbook Pro Mid-2012, Battery Not Charging Message After Replacing Battery & MagSafe Charger

I've got a mid-2012, 13 inch Macbook Pro

Processor: 2.9 GHz Intel Core i7

Memory: 8 GB 1600 MHz DDR3


I've replaced the battery, the magsafe charger and reset the SMC multiple times but I still recieve the "battery is not charging" message while the computer is plugged in. The charge percentage stays about the same as long as I operate it while plugged in but never increases. The LED light on the charger doesn't light up either green or orange.


Do I need to replace the magsafe board?
