missing "Add to Bookmarks" in Safari 10/macOS Sierra

After clean install macOS Sierra, I could not find "Add to Bookmarks" in Safari 10.0 (12602.1.50.0.10). It only shows "Favorites" as shown in the following picture.

No, the + does not work for me. Bookmarks simply do not "take" anymore, unless I am willing to destroy my Favorites by putting new bookmarks in "Bookmarks Toolbar Folder"; that then makes it show up at the front of my Favorites icons on any fresh browser pages that I open. Bookmarks Toolbar Folder is the only one that works for me and that is wholly unacceptable.

Hi, buddy!
I found your topic cause I have the same issue.
So, I just fixed by myself. Listen, open your Safari, than open leftSide menu. You can check there Favorites folder and Reading list. When the Favorites, just click right mouse button and choose "Create new folder". Call it Bookmarks.
Be sure this folder is separate with Favorites. After that, try to use cmd+D for add to Bookmarks and just select the folder what you need...
