missing "Add to Bookmarks" in Safari 10/macOS Sierra

Same problem for me too.
I use the top level for temporary bookmarks, and folders for permanent references. The absence of the "bookmarks" top level is an inconvenience to my workflow, even with proposed work arounds. Hope its fixed in forthcoming release.
i have the same problem too. On the iPhone the bookmarks are there. Only on the Mac not :-(. Hope Appe know the problem and create a solution....
I'm not sure if someone already posted this, but if you right click the little + next to the URL that you want to bookmark, "Bookmarks" appears in the little menu. I did this by accident and got excited, thinking the bug was fixed. It's not haha Not a complete bug fix, just another option. Again, my mistake if someone already pointed this out.

Yes. Many thanks. It works. But I do not want to be too picky. The added bookmarks is now at the top of my bookmarks not the usual order to come last. At least that happened with me now.

I have the same problem, but have not installed any other browsers, so must be Safari. Based on a suggestion to do so, I have sent feedback to Apple. http://www.apple.com/feedback/
So, to summarize the two workarounds until the bug is fixed:
1- Click on the URL address bar and drag it to the far left, a sidebar will show up, and drop the URL to the desired bookmark location.
2- Click and hold on the little '+' icon at the left side of the URL address bar, and while holding choose the location to save the bookmark.
It may be "there"on the iPhone In Safari, but you cannot add a bookmark there either, much less sync it to the MacBook.
No, the + does not work for me. Bookmarks simply do not "take" anymore, unless I am willing to destroy my Favorites by putting new bookmarks in "Bookmarks Toolbar Folder"; that then makes it show up at the front of my Favorites icons on any fresh browser pages that I open. Bookmarks Toolbar Folder is the only one that works for me and that is wholly unacceptable.
I did, too, after talking with a lower level tech support guy and getting a feedback form. I am on the schedule for a senior tech advisor to call me tomorrow evening.
In the meantime, I've tried dragging pages to my list. They DISAPPEAR! This is ridiculous.
I have the same issue, all I can add a page to is my favorites bar, so the work-around is to add it to my favorites and then "Edit Bookmarks" and drag it into my bookmarks menu. That works, but it shouldn't have to be done like that - it's strictly a work-around.

I found your topic cause I have the same issue.
So, I just fixed by myself. Listen, open your Safari, than open leftSide menu. You can check there Favorites folder and Reading list. When the Favorites, just click right mouse button and choose "Create new folder". Call it Bookmarks.
Be sure this folder is separate with Favorites. After that, try to use cmd+D for add to Bookmarks and just select the folder what you need...
