Restore Facetime on Iphone 7 plus

If I purchase Iphone 7 Plus without facetime from UAE even then possible for me to restore Facetime to use from other countries where facetime permissible. If yes then how?

If the model # has AE or AB or possibly AH in front of the slash, FaceTime will not be available in KSA, UAE, or countries outside of the Middle East. SIM cards from certain (not all) Middle Eastern wireless providers will enable FaceTime, but only for those cellular carriers and in the appropriate countries. FaceTime cannot be added if iPhone/iPad is no longer in the restricted area.

1. Only in a country where the iPhones have AB, AE, or possibly AH just before the slash in their model numbers, and those iPhones have FaceTime. All of these countries are in the Middle East.

2. By inserting a SIM card from a carrier in that country. Ones from outside the Middle East won’t enable FaceTime, even though iPhones from countries in different parts of the world have it.

If you're in Oman, Qatar, Egypt, Kuwait, or Jordan, yes.

If you're in Turkey, Israel, Saudi Arabia, the United Arab Emirates, Pakistan, or any country outside the Middle East, no.

If you're in a different Middle Eastern country, only if the iPhones which originate from it have AB or AE as the country code.
