Restore Facetime on Iphone 7 plus

If I purchase Iphone 7 Plus without facetime from UAE even then possible for me to restore Facetime to use from other countries where facetime permissible. If yes then how?

I bought an iPhone 7 plus from Dubai.

My iphone doesn't have the facetime app.

Question is, my iPhone working on IRAN or not?

And why doesn't have the facetime?
