  1. Move the files to in documents and your desktop into other locations. For example make 2 folders in the movies folder, a Desktop and Documents folder, and move them there.
  2. Then open settings/icloud.
  3. Click on "iCloud Drive Options..."
  4. Unselect documents and desktop
  5. Move all your files back

Your files will no longer auto sync now unless you put them into the icloud drive

I know this is a late response but i couldnt find any other solutions and this was the best question so i decide to solve it myself and post it for you all

iCloud is a syncing/mirroring system and is not a traditional cloud based (hard drive in the sky) option, i.e. it uploads all of your photos to all your devices having them available to you almost immediately, and if you delete a photo/video from one device, it's removed from all devices.

If you're looking for a traditional cloud based option, you will have to consider a third party application, e.g. Flickr, Dropbox, or Google Photos.

The 'Optimize Mac Storage' feature is only designed to save space on your Mac hard drive which means that it stores the photo onto your hard drive, but at a lower resolution.

If you don't want it to stop uploading to iCloud, you should turn off iCloud Photo Library.

I don't know of a way to upload photo(s) you wish to specifically choose to upload. Once you turn on iCloud Photo Library, it uploads all of your photos.

As for the optimize storage feature, that only saves the space on your hard drive by keeping smaller resolution photos on the hard drive in order to optimize on space.
