Mac Pro does not find external CD ROM when it is plugged in. fix?

Mac Pro is not finding my external CD/DVD/ROM when I plug it in. I've tried both USB ports. These ports are working with my iPhone. I have done the Sierra update recently. I have tried restarting my laptop with the ROM plugged in and without it being plugged in. Nothing seems to work. How do I find my plug and play CD/DVD/ROM?

First, thank you to those responding. I appreciate your time and expertise!

I have an apple external CD/DVD/ROM. I am unable to insert a disc. It goes partway in then, when it would normally suck it the rest of the way in it stops. So the player is not accepting a disc. I now know that is why it does not show up when I plug it in. There is no indicator light on the player at all. When I first plug it in, it makes a whish sound, then nothing. My Mac Pro Laptop is plugged in and receiving power. I'm guess that the CD/DVD/ROM gets power from the laptop when it is plugged in also??? How do I know? Do I need to somehow charge the player by leaving it plugged in for some time?

It is slot loading. It is a silver square on top and black square with apple emblem on bottom; a white usb cord out the back and a slot in the front. ????User uploaded file

I just tried to plug it into my son's computer but he uses windows. It did not even make a noise and I still could not put a disc in it. I last used it about 3 months ago before I ran the update and I did not have a problem with it. It has been in my back pack and then sitting in a drawer unused.

Thank you for trying to help me. I'm sorry that I am not very educated in this area and I do not understand about a link.

Thank you! It was what Best Buy had when I was getting my first Apple laptop! I realized that I sometimes use the CD/DVD Drive. The Mac Pro Retina 13" Display did not have the drive. I asked and this is what they had to sell me. I did not know anything about anything. I now know a little about some of it. I'm still on the low end of the learning curve. My laptop also had to be serviced this year and it was under warranty - there was something wrong with the retina display. All I got on my screen was different shapes and colors and could do nothing. So far, my wonderful apple products have only been expensive, easy to use but not trustworthy appliances.

Thank you again for your help!
